Rumors that incumbent Minister of Science and Technology Chu Ngoc Anh will hold the chairman post of the Hanoi People’s Committee became a reality when the Politburo, on September 18, promoted him as a deputy secretary of the Hanoi City Party Committee.
It is expected that Mr. Chu Ngoc Anh will be soon approved to hold the post left by Mr. Nguyen Duc Chung, who was probed and arrested last month.
Meanwhile, the “Three Horse Race” to take the seat of general secretary at the 13th National Congress of the ruling Communist Party of Vietnam is expected to be a competition between Tran Quoc Vuong, standing member of the secretariat, Prime Minister Nguyen Xuan Phuc, and National Assembly Chairwoman Nguyen Thi Kim Ngan.

The peak of Nguyen Phu Trong’s power showed signs of going down. The reasons that made Mr. Trong new at a brilliant peak a few years ago are now a shadow as follows.
His illness prevented him from walking, despite both positions in the four pillars, but he was barely able to walk around in the Hanoi area. Since taking the president post, he has never hosted a national ceremony.
His age is too high for the charter, he abuses his power to go beyond the charter, chooses himself as a special part-time worker, now old, weak, he hardly takes any more reason to do another term.
Mr. Trong holds the anti-corruption banner to show the reason for his stay. But “corruption” that was destroyed by him is “derelict” names. The number of “corrupt” in existence has an owner. Their owners are current Politburo members or influential former ones. If Trong remained in his positions, perhaps no more major corruption cases would occur. But if Mr. Trong retires, maybe the fight against “corruption” will get more fierce. For example, if Mr. Phuc takes power, he would destroy the fractions supported by Nguyen Thien Nhan and Tran Quoc Vuong.

So their arrest is easy and the other agencies cannot intervene. Then the next surprise was to arrest Nguyen Duc Chung, on the basis of the other people’s testimonies.
Everything was done, the Secretariat, Politburo, Steering Committee 110 could not do anything else, bitterly agreed to let Phuc and the Ministry of Public Security surpass them.
If that is the case, accept to agree to consider the arrest of Little Chung as the party’s policy to still save face, eat with a little reputation.
If the objections go out, one is the dissolution of the party, the other is Phuc’s faction and the Ministry of Public Security has reason to change to take full power.

But the dismissal of a person who is of age, not a disciplinary reason, must be for something else like a transfer. For example, the transfer of Vuong Dinh Hue to Hanoi as secretary of the city, until half a year later, the deputy prime minister was dismissed. As for the National Assembly dismissing Chu Ngoc Anh, it is imperative to know where this man is scheduled to go?
However, because the National Assembly now also follows Mr. Phuc and the Ministry of Public Security, the agreement to dismiss Chu Ngoc Anh may happen. In order not to lose face, right now the Politburo and the Secretariate of Mr. Trong and Vuong must agree to let Anh return to Hanoi. If they wait for the National Assembly to dismiss him and the Prime Minister arranges for Chu Ngoc Anh to return to Hanoi, the Politburo and the Secretariate are just puppets.
As the head of the government office proposed the next round to the National Assembly to add a dismissal section for Chu Ngoc Anh, Ms. Tong Thi Phong, member of the Politburo and one of Nguyen Phu Trong’s juniors, spoke out against this cat trick of Nguyen Xuan Phuc’s faction.
