Vietnam and Covid-19: The lack of labor force in industrial zones is not serious

For example, the policy to support the weak, right from the beginning of 2021, the Government has issued a policy to increase the average support level for the weak by 3 times, especially for those who have raised it to 100%. For people with meritorious services, the Government has issued a policy to ensure that 7/12 groups of subjects receive monthly support, of which only for those who receive monthly support, the Government has raised the level of support to about over VND1 trillion/year.

Currently, we are also urgently implementing multi-dimensional, inclusive, and sustainable poverty reduction policies, ensuring the schedule set by the National Assembly. In addition, to adjust salary policies for pensioners, especially paying attention to the retirement force before 1995, people with low pensions.

In particular, in the prevention and control of the Covid-19 epidemic, the State has issued many support policies. Ho Chi Minh City, Hanoi, Binh Duong, Dong Nai, and a number of provinces have issued many guidelines and policies with large budget packages and millions of security bags to ensure social security, ensure people’s peace of mind in living epidemic prevention, and control house. The Government has issued 3 major policy packages, many unprecedented policies, and contingencies in special contexts to promptly respond to urgent requirements.

So far, although there are still many limitations and shortcomings, 3 support packages have had results. The support package under Resolution 42/CP on measures to support people facing difficulties due to the Covid-19 pandemic has over 14 million beneficiaries; The support package under Resolution 68/CP on a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic has so far approved VND25.9 trillion \ and supported VND26.71 million; The support package for employees and employers from the Unemployment Insurance Fund has supported 363,000 employers, supported money from the balance of the insurance fund for over 8 million employees (reaching 85%) with VND20,644 billion.

Regarding the labor market, the pandemic has greatly affected the labor market, but after more than a month of transitioning to a new state, flexibly adapting, safe and effective, the situation is making very positive progress. In the southern provinces at present, production in export processing industrial zones has recovered from 50-80%; Currently, the number of recovered workers reaches 70-75%, especially in some localities, up to 90%. Thus, compared to the needs and requirements to meet orders, we still lack labor force but not to a serious extent in industrial parks and export processing zones. It is thanks to our initiative in certain solutions, thanks to the locality to gradually restore production. It is forecasted that by the end of the first quarter and the beginning of the second quarter of 2022 if there are no complicated developments, the labor market is likely to return to normal.

The Ministry of Labor, War Invalids, and Social Affairs reported to the Government and developed a program to restore and develop the labor market along with social security issues, divided into two phases: recovery phase and phase. The breakthrough period, including strong enough mechanisms and policies, is also one of the contents in the overall program of socio-economic recovery of the country.

Accordingly, the program to restore and develop the labor market in association with social security includes 7 contents: direct cash support for certain subjects and the labor force to contribute to the recovery and stimulate the economy; to support business households and employees with preferential loans, to restore and maintain product development, and to create jobs; improve the efficiency of the application of public services, effective employment, innovation of labor supply and demand, development of online labor, job transaction, job connection; support training, retraining, and development of a high-quality training system; invest in the development of facilities, take care of the vulnerable and vulnerable because of the epidemic; complete the national database on labor, digital transformation in the field of population and connection with labor; focus on taking care of the development of social housing for the poor, workers and workers in immigrant areas.
