Nguyen Phu Trong vs Tran Quoc Vuong

One of candidates for the Communist Party of Vietnam (CPV)’s general secretary has just made a surprising remark about the existence of the regime which is very weak and remains communist only by name.
Recently, Mr. Tran Quoc Vuong, the supposed figure to replace Nguyen Phu Trong as CPV’s General Secretary, stated that:“Pay close attention to human resource affairs. This is an important issue because the opportunity we built 75 years ago would collap or not because of us alone, not because of the enemy, nobody invaded us, nobody brought aircraft, cannons to invade or overturn us. If we do not do well, we overthrow ourselves.”

As author Nguyen Ngoc Chu wrote in Tieng Dan newspaper, Mr. Tran Quoc Vuong is pointing out that the reactionary hostile force, often sanctioned by the Vietnamese State under Article 117 of the Criminal Code, does not seem to come from outside but within the party, and the regime has wrongly defined what it means to be “hostile” or “reactionary.”

An observer and political activist from Paris, Mr. Nguyen Gia Kieng, said that after referring to Mr. Tran Quoc Vuong’s speech on December 25, his feeling was that the regime meets difficulties in selecting its personnel before the 13th Party Congress.
After the 12th Party Congress, they decided to unify and follow the organizational structure of China, to unify the State and the Party, including the two posts of the party’s general secretary and the state president in the amended 2013 Constitution, giving the president great power, especially the right to head the army. They have concentrated that power in the hands of Mr. Nguyen Phu Trong. But Mr. Nguyen Phu Trong suddenly had a stroke and certainly could not continue to hold power.
So the question is to choose the replacement of Mr. Nguyen Phu Trong, and the person most likely that Mr. Nguyen Phu Trong and his close friend want to put in the position is none other than Mr. Tran Quoc Vuong. So Mr. Tran Quoc Vuong is the one who is worried about personnel structure issue for the 13th Party Congress.”

Still according to Mr. Nguyen Gia Kieng, an organization called the party’s screening apparatus, in which discipline is above all else, eliminating almost all people who are opinionated, have personality, leaving only people whose greatest possibility is to remain silent during the past time:
They also do not have the people capable to solve many complicated issues at the same time, so Mr. Tran Quoc Vuong makes sense, this time the Communist Party will be very embarrassed in preparing the 13th Congress, it will be very divided. There will be fierce fighting because there is no replacement for Mr. Nguyen Phu Trong.
2020 will be a difficult year, requiring a leader who is both willing and talented but that the Communist Party does not have. So the communist party is confused about personnel, embarrassed by threats, confused because of division in selection and management.”

Ms. Nguyen Hoang Vi, a member of Vietnam Network of Blogger, expressed:
When listening to Mr. Tran Quoc Vuong, the first thing in my mind was a question mark. If, in normal times, it was not before the Party Congress, I would say those were his sincere words. But before he said so, I thought it was more of a fighting and factional nature rather than his honesty.”
“Mr. Tran Quoc Vuong wants to use the card “we overthrow us ourselves” to be able to purge his comrades and seize leading positions. I am not sure if he will blame the people and hostile forces later for all bad things.”

The root of the problem, as he said, the downfall of the development of the country and the Communist Party in general are not from the hostile forces like the CPV’s Propaganda and Education Department is saying. For a long time people know it more than anyone else and now Vuong wants to borrow something that everyone knows but does not dare to say to raise his reputation.”

Rear Admiral Le Ke Lam, former director of the Vietnam People Army’s Naval Academy, agreed with Mr. Tran Quoc Vuong, that “the enemy who harms us is us and no one else.”
From long time ago, late President Ho Chi Minh also said cadres must really work for the country, for the people, for the party. Good men were choosen for official posts but later they cause harms for the country and the nation. I agree that “choosing people very careful for official posts” because if we do wrong, it will lead to very serious consequences, leading to the loss of people’s faith. I think the statement is correct.”
“Recent painful experiences and lessons such as the AVG trial, and recently the trial of Mr. Nguyen Trung Tin, former vice chairman of the People’s Committee in Ho Chi Minh City, and a series of other trials, are poignant and painful for the process of selecting officials in our country.”

Mr. Nguyen Khac Mai, former Head of Research Department, Central Commission for Public Affairs, said:
“Tran Quoc Vuong is praiseworthy because he dares to say that if CPV does not change, the risk of being overthrown is reality. At least Tran Quoc Vuong dares to say this.”
It is clear that the communist party is starting to realize the problem, Mr. Nguyen Khac Mai analyzed, that they are a team of incompetent and corrupted cadres. However, this perception seems to be lacking in a necessary element of being people as the root:
“Just attaching importance to the factor of cadre’s not enough. Even they have a good selection but the way is still the same, still moving toward socialism and the state economy, is still the exclusive party that governs the entire development of the country, political institutions are not suitable, not democratic, not three-branch power division, all of these factors are really the causes of total collapse of the Communist Party.”

Dr. Nguyen Ngoc Chu analyzed the remarks of Tran Quoc Vuong:

  1. Mr. Tran Quoc Vuong has correctly determined that the regime may fall after 75 years
  2. Mr. Tran Quoc has correctly identified: “No one brings planes and cannons to overthrow us, If we do not do well, we overthrow ourselves, not by our enemies.”
  3. From worrying about the danger of collapse and from correctly identifying hostile forces, Mr. Tran Quoc Vuong has drawn the conclusion: “Paying close attention to human resource affairs” and “This is an important issue.”

We must understand correctly the meaning of Mr. Tran Quoc Vuong on the conclusion “Paying close attention to human resource affairs” and “This is an important issue.” A person who has seen the root of a problem like Mr. Tran Quoc Vuong, his proposal is not to address the tops of the risk of collapsing, but to solve the root why it leads to the risk of muscle collapse.
First, do not appoint personnel who only exhort to protect the oral regime, but do not see the cause of the collapse. Without seeing the real reason to correct it, it is impossible to protect the blind regime by exhorting and verbal propaganda.
Second, do not appoint cadres who were only involved in rehearsing against the protesting people, but did not know why the people protested. Because it is never possible to use violence to win against the people. Those who thirst for violence only make the government collapse quickly on the one hand, but more importantly, on the other hand, be guilty of everlasting for persecuting their compatriots to maintain their power.
Therefore, thirdly, it is necessary to seek and appoint personnel who know the reasons why the adversary is at risk of collapse and solutions – not to protect the regime with guns and prisons, but to protect the regime by how to follow the wishes of the entire people.
In this case, what the whole people want to be a government is decided by the whole people. When government is decided by the people, it will coexist with the people.

Lawyer Nguyen Van Dai said that building a multi-party democracy in Vietnam is an indispensable trend of the process of social development and democratic reform.
Dai argued that “Without pluralism, multi-party is never democratic” and that “Multi-party and pluralism are the most important elements to build a democratic country.”
“With nearly 4 million citizens having the right to form and join the Communist Party, 86 million other citizens also have the right to form and join different political parties and organizations.
“That is, the majority of the People will have the right to choose and decide the ruling party through free and fair elections. The multi-party will guarantee the people’s rights in the country.”

Any regime, if serving the people, must bring them Democracy, Freedom, Warmness and Happiness. But 75 years have passed since CPV seized the government, the people still do not have those desires. On the contrary, the closer it gets to the 13th Communist Party Congress, the more the Party reveals its dictatorial nature: arresting and imprisoning innocent people.

CPV is also typical of a corrupt gang with millions of participants. It has caused an increasing injustice in society and eventually over 90 million of the non-party population were exploited by a small group of the party’s members.

So the Communist Party should no longer exist, let the people decide for themselves their own destiny and future.
