The problem of confrontation between the people of Dong Tam and the Vietnamese authorities has lasted for many years, now only exploded to the extreme point. Millions of Vietnamese people at home and abroad were stunned by the new development of the event, when the Communist Party officially declared war on the people.
Immediately after the Government Inspectorate announced that the agricultural land in Senh field belonged to Mieu Mon airport and defense land, Dong Tam people affirmed “If the Hanoi People’s Committee intentionally graps the land of Dong Tam people, we are willing to shed blood and ready to destroy those who dare to steal the land.”
“The People of Đồng Tâm firmly declared war on the invaders. Whoever has no decision for land reclaimation but comes here to rob it, the people of Dong Tam will be ready to fight and many will be willing to sacrifice.”
These statements came true at dawn on January 9, 2020, when hundreds of riot policemen were mobilized to Hoanh hamlet, Dong Tam commune, My Duc district to arrest some of the people leading to the fierce clash which killed at least 1 citizen and 3 police officers, according to information from Vietnam’s Ministry of Public Security.
Lawyer Trinh Vinh Phuc, who is part of the Lawyers Support Group for the people in the enforcement of the Loc Hung vegetable garden on the same evening, said he was shocked by the information. Lawyer Trinh Vinh Phuc shared “Shocked because the authorities pointed the guns at the people, using violence, fire, military weapons to the people … They considered the people to be enemies. A picture that is so bleak and wrathful behavior.”
Former Deputy Minister of Natural Resources and Environment, Professor Dang Hung Vo said that he felt very sad about what was happening in Dong Tam: “The truth is that this result is very sad because of the land stories that leads to someone losing their lives. I think it is very sad and very unfortunate that it happened. But I think this is a long-term case and has a lot of different opinions.”
Mr. Vo continued: “In my opinion, you also need to know in detail how things happened. If suppose it were called not mobilizing enough people, it would be a different story. And if you have lobbied well, clarified everything about the boundary, the right to land that happens because people who are too shallow, do not know the law, they must tell the truth that those who used weapons self-created gas for such situations to be unlawful.”
“Dong Tam crisis,” as Hanoi City Chairman Nguyen Duc Chung called, seems to have never calmed down since the people of Dong Tam commune stirred public opinion at home and abroad through the arrest of 38 riot policemen as hostages in mid-April 2017, to request a dialogue with the Hanoi City Government. The incident occurred when the city government sent police to take the 59-hectare Senh field that people considered arable land while the government insisted it was defense.
On the morning of January 11, Prime Minister Nguyen Xuan Phuc visited the police unit which has duties to protect the party and the government. In his speech here, PM Phuc said “On behalf of Party and State leaders, the Prime Minister highly appreciated, praised and congratulated the efforts of the Guard forces.”
Referring to the recent incident in Dong Tam, Hanoi, the PM “praised the sacrifices of three police officers, an example of self-sacrifice to protect the country, protect national security and state clearly that strictly deal with opposing and violating individuals.”
Over the past two years, not only the people of Dong Tam but the public have expected the Vietnamese Government to completely solve the land crisis in Dong Tam commune to be “popular with the people and the Party”, to bring about faith for the people who complain about the land to be honest about the state of Vietnam.
However, the “Dong Tam Crisis” in recent days has caused an outrage to the extreme when the people’s armed forces point their guns at the people.
From Nha Trang, independent journalist Vo Van Tao pressingly said: “The story in Dong Tam that brought the people’s armed forces, is not sure if there is an army but only the mobile police. But anyway that force used tear gas, throwing smoke grenades … at people like that, it was a very brutal act, went against the nature of the people’s armed forces and also against the original slogan of the revolution ‘land for plowmen – fighting for the people’ and finally suppressing the people. That is ridiculous. ”
Journalist Vo Van Tao argues that no matter how strongly the society protests against land issues in Vietnam, the Vietnamese government still uses force to grap land, due to: because of the greedy motive or the desire to appear aggressive, that is, not losing to the people, the state and the government must always be right, must crush all the people’s will to resist. From Germany, lawyer Nguyen Van Dai on behalf of the Brotherhood for Democracy announced the “Criminal condemnation of the Communist Government of Vietnam” in the Dong Tam case. In the statement just stated, clearly stated, “The act of using armed police, soldiers and modern weapons to attack and kill civilians in order to steal land from the Communist authorities of Vietnam is extremely brutal, cruel and inhumane. No government on this earth has committed such crimes with its compatriots. ”
Lawyer Trinh Vinh Phuc once affirmed that the current Land Law in Vietnam is an important factor that makes “Vietnam an unjust nation,” and only when the Land Law is amended to suit the real situation. social problems, otherwise the issue of land lawsuits will never be completely solved.
Professor Dang Hung Vo, who has contributed greatly to the land management industry in Vietnam as well as laid the groundwork for the development of the 2003 Land Law, said that he himself fully agrees with the views of lawyer Trinh Vinh Phuc: “I totally agree and I am also the one who made many suggestions to revise the Land Law, especially on the mechanism of land reclamation by the State and the implementation of compensation and re-compensation. settle down after the state seizes the land. My view is that the land acquisition for national and public interests is only stoned. What about the recovery stories so that investment projects need to have other mechanisms rather than apply the state mechanism of land acquisition.”
