Besides not being able to take care of the elderly, children, and disabled people, the Communist government still uses their labor to make billions in profits. Of course, it is used in a sophisticated way, not like businesses that use it secretly, or those who herd the elderly, children and disabled people to beg. They use it indirectly, so that when society criticizes it, they can easily deny it.

It can be said that the lottery industry in Vietnam is the industry that employs the elderly, children and disabled people the most. They are lottery ticket sellers. They take lottery tickets at the dealership, then go around soliciting customers. If a construction company or any manufacturing enterprise uses this type of labor, they will be punished for breaking the law. But the lottery company can freely use it. They never worry about violating labor laws, because they – the lottery companies – never signed labor contracts with these people, so they do not have to bear any responsibility.

There is an opinion that, without a lottery company, how would the elderly, disabled people and children have a livelihood? It is impossible to reason like this, because the state has the Ministry of Labor, War Invalids and Social Affairs as the agency responsible for this issue. Every year, this Ministry receives a huge budget. Why don’t they take care of these people, but let these vulnerable people have to work hard to earn their own money? Embezzle thousands of billions, build a gate to welcome hundreds of billions, build a trillion billion monument, build a theater… for what? What is the use of huge amount of money pouring into the police forces while the government neglects those who need help?

On September 26, Tuoi Tre newspaper had an article “Lottery: To benefit the country, don’t forget to benefit the family.” The article said that a series of lottery companies collect thousands of billions of dong each year. The amount of money that lottery companies pay into the budget is quite good, while the income of lottery ticket sellers is still very low, even though they have to work day and night and always face many risks. This is a very painful reality. It is unfortunate for those who are already unlucky to be born as citizens of the Communist Vietnamese state. They are exploited mercilessly by the government, so that big officials can have nice houses and cars.

The Communist Party still claims that the lottery is “good for the country – good for the families.” However, the benefit of the country is not seen, but only seen that this industry is abusing child labor, the disabled and the elderly. This is an inhumane act.

The Party is damning these people, not helping them. They should have been subsidized and helped to have a better life. In essence, lottery does not create any wealth, it is just a form of gambling run by the state as a bookmaker. Thousands of billions of dongs flow from the people’s pockets into the state’s budget, while lottery ticket sellers struggle to earn every penny to survive in this harsh society.
