Luong Tam Quang visits Germany- wrong move of General Secretary To Lam

The purpose of Minister of Public Security Luong Tam Quang’s visit to Germany on October 26-29 according to Vietnam’s state-controlled media, is to strengthen bilateral cooperation in the fields of security and law enforcement.

Minister Quang held talks with the German Ministry of the Interior and the German Intelligence Agency to exchange information and coordinate in the fight against transnational crime. The two sides also discussed cooperation in investigating, arresting wanted subjects, and transferring convicted prisoners.

However, as Thoibao has confirmed, Quang’s visit to Germany has failed.

Specifically, Quang did not achieve the goal of extraditing AIC Chairwoman  Nguyen Thi Thanh Nhan to Vietnam. Although the Vietnamese side raised the issue of using Trinh Xuan Thanh in exchange for her. In addition, Hanoi is willing to facilitate Siemens – a large German corporation, to receive the contract to build a nuclear power plant in Vietnam.

However, because Germany is a state of law, with a political system of separation of powers, the German government must respect the laws of their country. Moreover, because Nhan has refugee status, she is naturally protected by German law.

Nhan’s case has long been considered by international public opinion to be a political case. That is also the reason why Germany never accepts the exchange, as proposed by the Vietnamese side.

This is a lesson for General Secretary To Lam, and his close junior, Minister of Public Security Luong Tam Quang, about the need to treat Vietnamese people in general, and state officials in particular, in accordance with the law. The administrative apparatus cannot make arbitrary decisions as it has in the past.

According to analysts, Lam and Prime Minister Pham Minh Chinh, as well as Defense Minister Phan Van Giang, are all close “disciples” of former Prime Minister Nguyen Tan Dung. But Lam, for personal gain, wants to use the arrest of Nhan to bring down PM Chinh, and at the same time, to bring down General Giang and replace him with Senior Lieutenant General Hoang Xuan Chien.

Most recently, an internal source of thoibao said that Gen. Hoang Xuan Chien – a high-ranking leader of the Army, was not on the list of the Organizing Committee for activities commemorating the 80th anniversary of the founding of the Vietnam People’s Army. This is considered the latest reaction of the collective leadership of the Defense Ministry.

According to internal sources, Minister Giang is suffering from a very serious liver disease. But this military leader has prepared a “backup” plan. Accordingly, General Nguyen Tan Cuong is ready to take his minister post with the reason of not letting this position fall into the hands of Gen. Chien – a close ally of former police General Lam.

Lam’s miscalculations as mentioned above will further strengthen the relationship, which is considered to be very good, between PM Chinh and General Giang.

Chinh is a pro-Beijing figure. Recently, he has shown many signs of creating favorable conditions for China in economic activities with Vietnam.

Therefore, Lam’s sending of Minister Quang to Germany to find a way to bring Ms. Nhan back to Vietnam, not only failed, but possibly deepening the disagreements among Dung’s close juniors. This will lead to the weakening of Lam’s power.
