An internal source revealed that after Prime Minister Pham Minh Chinh returns from his visit to India on July 30-August 1), the Politburo is scheduled to meet on August 2 to work on personnel affairs, possibly two Deputy Prime Ministers Le Minh Khai and Tran Hong Ha will have to retire and prepare for the extraordinary plenum of the Central Committee.

Internal sources also said that State President To Lam’s power is currently very strong, and the possibility of winning the race for the party chief with PM Chinh is very high.
Furthermore, To Lam also plotted to unify the State President and the General Secretary like China. If successful, the former police chief would hold two parallel positions: General Secretary and State President, like Xi Jinping.
Internal sources emphasized that To Lam must occupy the General Secretary position at all costs, even “burning the Truong Son mountain range,” let alone “burning” his opponent PM Chinh in the most literal sense.

– With the black files in hand, To Lam forced the Central Committee members (from the original 180 members, now only 156 comrades remain) to vote for him for the General Secretary, to achieve his ambition of becoming General Secretary.
In the past, To Lam had even successfully achieved his intention when forcing the Politburo and Secretariat members. The most typical case was the case of promoting his guy Luong Tam Quang as Minister of Public Security.
