To Lam accompanied Prime Minister Nguyen Tan Dung on his official visit to Germany in early March 2008.
At that time, Major General To Lam held the position of Deputy Director General of the General Department of Security inder the Ministry of Public Security. To Lam’s boss at that time was Director General Senior Lieutenant General Nguyen Van Huong.
Before that, Lam held the position of Director of the Department of Political Protection III (A64) under the General Department of Security. Department A64 is tasked with focusing on investigating, discovering, and suppressing dissident organizations and individuals abroad.
