Vietnam’s Ministry of Public Security assigned the Thai Binh provincial Police to urgently arrest Mr. Luu Binh Nhuong, Deputy Head of the National Assembly’s People’s Petition Commission, on the evening of November 14 at Noi Bai Airport, on the charge of “property appropriation.“
Public opinion’s reaction is that his arrest is a political plot to destroy each other between factions within the Party, and is related to the race for “key” personnel for the 14th National Congress of the Communist Party of Vietnam, which will take place in early 2026.
Many opinions believe that the arrest and probe of Mr. Luu Binh Nhuong by judicial agencies must include the role of Minister of Public Security To Lam and Supreme Court Chief Justice Nguyen Hoa Binh. Because the interest groups of these political forces were affected and suffered a lot of damage to group interests, due to the deliberate critical statements of Nhuong.
Nhuong is a National Assembly member “for the people,” a public figure, and is considered to be someone who knows and regularly uses social networks to speak up about social issues, especially for the unjust people.
In recent days, there have been shares on social networks that former National Assembly member Nhuong may be probed for “violating national security” related to the felony of “subversion.”
Notably, in the commentary “The arrest of Luu Binh Nhuong and the ‘wisdom’ of the regime,” Associate Professor, Dr. Pham Quy Tho, former Head of the Department of Public Policy, Academy of Policy and Development, Ministry of Planning and Investment, a well-informed person living in Vietnam, revealed:
“Regarding the case of Luu Binh Nhuong, the ‘urgent’ arrest not only surprised Nhuong, but also the ‘subjects’ involved, but only those involved, in the ‘game’ of power for leadership, only implicitly understood the ‘hidden meaning’.”
In the context of regime instability, the Party has opened a “big” space for wisdom. In the case of Nhuong’s detention, this can be considered a “timely” action, which is interpreted as always giving priority to the purpose of maintaining the regime, instead of its negative impacts or consequences.”
Dr. Pham Quy Tho’s comments were made in the context that experts agreed that the arrest of Mr. Luu Binh Nhuong during the 6th Session of the 15th National Assembly, amid tense debates between the National Assembly and Government officials, in which institutional inadequacies are a hot issue, attracting the most opinions from National Assembly delegates.
The tension between the legislative body – the National Assembly, and the executive branch – the Government, is a “concern” beyond the comprehensive control of the Communist Party of Vietnam’s leadership, regarding the spread of violent protests. Currently, it is said to be “self-evolving, self-transforming” from the National Assembly, or, even, may lead to a tendency to overwhelm the Party’s absolute leadership.
This shows that the urgent arrest of a former National Assembly member and incumbent Deputy of the National Assembly’s People’s Petitions Commission has shown a message from the Communist Party, warning the “senators and senators” of the National Assembly to be careful and do not cross the red line!
From the above analysis, it has been shown that there is a high possibility that Vietnamese judicial agencies will change the charge against Luu Binh Nhuong, related to the “infringing on national security” clause of the Criminal Code.
At the same time, this is said to be a “one-shot, two-kill” spell of the judicial agencies, to warn National Assembly Chairman Vuong Dinh Hue, as well as State President Vo Van Thuong, that: Be careful, there will be trouble. There is no “exemption” including the four pillars.
Fortunately for Chairman of the National Assembly Vuong Dinh Hue, as well as State President Vo Van Thuong, because of the foresight of the Politburo, they issued Regulation No. 132-QD/TW “on controlling power, preventing and fighting corruption and negativity towards judicial agencies.” That is, judicial agencies, including the police, procuracy and courts at all levels, must watch out for violations in judicial activities, because these activities will be strictly controlled and handled.
