The situation in which state officials do not want to implement whatever assigned by their superiors happens for this regime for many years, this situation is now more serious than ever. The reason is that the superiors committed wrongdoings to gain big money but when the wrongdoings were uncovered, they pushed their subordinates to take responsibility. The subordinates receive little benefits from the wrongdoings but take great responsibility, so no one wants to do it, which is the cause of the disease of this regime.
This disease became more serious when General Secretary Nguyen Phu Trong of the ruling Communist Party enhanced the anti-corruption campaign. In order to solve the situation of state official being “inactive” for fear of responsibility, Minister of Home Affairs Pham Thi Thanh Tra who is also Deputy Head of the Central Organization Commission of the party, proposed the National Assembly to issue a resolution to encourage and protect active officials.

In the Government, Tra is the Minister, in the Secretariat, she is the Deputy Head of the Central Organization Commission.
