The Hanoi People’s Committee said that the reason for not merging Hoan Kiem district is: “Merging Hoan Kiem district will affect the process of forming a long-standing cultural urban area of Thang Long–Hanoi and the social economy of the city, according to the Hanoi People’s Committee.”
It is known that, after taking office, Minister of Home Affairs Pham Thi Thanh Tra submitted to the National Assembly a draft to reorganize administrative units, based on mergers at administrative levels, including ward levels, commune, etc. According to the regulations of the National Assembly Standing Committee, districts and equivalents must have a minimum area of 35 square km and a population of 150,000 or more.
Hoan Kiem District exceeds the population standards, but its area is only 5.35 km2, equal to 15% of the prescribed area. However, Hanoi leaders still believe that Hoan Kiem district should not be merged for different reasons.

The author mentions the case of a party member, Director of the Forest Protection Department of Yen Bai province – Do Cuong Minh – on August 18, 2016, entered the Yen Bai Provincial Party Committee office and used a pistol to shoot and kill Pham Duy Cuong, Secretary of the Yen Bai Provincial Party Committee and Ngo Ngoc Tuan, Chairman of the People’s Council and Head of the Organizing Committee of Yen Bai Provincial Party Committee. That incident created a seismic shift that shook and fractured people’s trust in the ruling Communist Party.
At the same time, this case also revealed the negligence, lack of responsibility, and failure to fulfill their duties of the Yen Bai Party Committee, for which Tra – in the role of Standing Member and Deputy Secretary of the Yen Bai Provincial Party Committee that time, must bear part of the responsibility.
Yet, Tra, not only was innocent, but was also promoted to the position of Secretary of the Yen Bai Provincial Party Committee, with so many scandals about corruption and illicit relationships.
Then, at the 13th National Congress of the party in early 2021, Tra became a member of the 13th Party Central Committee. Then, after only 6 months of sitting as Deputy Minister, she climbed to the position of Minister of Home Affairs.
According to writer Pham Dinh Trong, “Only the power to buying positions can make a Deputy Secretary of the Provincial Party Committee, manage party members of a local Party Committee, a provincial Party Committee and then failed miserably, was assigned to manage the entire country’s government apparatus.”
Regarding the unusual and questionable promotion of Tra, according to knowledgeable people, there must have been a helping hand from General Secretary Nguyen Phu Trong, as Head of the Human Resources Subcommittee of the 12th National Congress (2016) and the 13th National Congress (2021).
Public believes that Tra is a woman who belongs to the group of female cadres who use their beauty to seduce powerful state officials to earn fame, money, and promotion.
The page “Portrait of Power” revealed that when she was a teacher at Co Phuc Middle School in Co Phuc town, Tran Yen district, Yen Bai province, Tra caught the eye of To Huy Rua – former Head of the Central Commission for Organization of the party – a particularly important figure in the human resources work of the Communist Party of Vietnam, so she has been promoted like a rocket.
Therefore, even though Tra is the older sister of a famous figure – Pham Si Quy – a notoriously corrupt and scandalous man, Quy is still safe and has not been disciplined.
Experts assess that Tra has poor qualifications and cannot meet the role of Minister of Home Affairs. That is why, the policy decisions or policies of the Ministry of Home Affairs made by Ms. Tra are always copies of General Secretary Trong’s opinions.
Specifically, when General Secretary Nguyen Phu Trong said: “If cadres feel they have shortcomings and resign, it will be easier and they will not lose all their positions.”
