Major General Nguyen Ngoc Lam (born in 1973, from Nghe An) is a close disciple of former Prime Minister – President Nguyen Xuan Phuc. Lam was just appointed to the position of Deputy Minister of Public Security in July.

In 2017, at the private home of Vinhomes Riverside Hoa Sua 4 villa area – Long Bien, Hanoi, Truong My Lan (Van Thinh Phat’s Chairwoman) accepted Gen. Lam’s wife, Pham Thi Thanh Nga – who was then the Director of SCB Thang Long bank branch – as her adopted sister.
Nga’s background is not very clean in terms of money and love affairs – when she was the secretary for Dinh Van Thanh, Chairman of the Board of Directors of SCB Bank (Saigon Commercial Joint Stock Bank), Nga and Thanh were caught having an affair many times by employees. Nga took advantage of Thanh to withdraw money from the bank to buy land and hotels and then resell them for profit. Thanh used Nga to manipulate Truong My Lan’s psychology, because Nga’s husband was a police officer with a wide network of connections that could help the bank and the Truong My Lan family’s group develop strongly and safely.
Many people in the police force consider Gen. Lam and his wife to be lucky, coming from a low-class, cunning, vicious, and incompetent lifestyle, they suddenly jumped to the prestigious class of society thanks to his police status.
Most notably, the wife of a new Deputy Minister of Public Security, “madam” Nga, who helps a person convicted of a crime – on the afternoon of April 11, 2024, the Ho Chi Minh City Court sentenced Dinh Van Thanh to life in prison for embezzlement in absence. Before being prosecuted, Thanh fled Vietnam and is currently in New York City, US. The person who tipped Thanh off to escape was the new Deputy Minister of Public Security Gen. Lam and his wife, because Lam knew very well that if arrested, banker Thanh would most likely reveal that the police generlal and his wife had backed and actively assisted him and Truong My Lan.
The extremely despicable and brazen thing: The decision to arrest Thanh was personally signed by Gen. Lam in his capacity as Deputy Head of the Investigation Police Agency – Ministry of Public Security (see photo).

In addition, whether the new Minister of Public Security, Luong Tam Quang, is involved in the Van Thinh Phat case or not but he blocked the testimony of Truong My Lan about the couple Nga and Lam.
With a lot of “gangster” knowledge and experience of “taking the fire out of someone else’s hand” – combined with the talent of “throwing stones and hiding hands,” Lam’s path to “promotion and advancement” has developed rapidly without encountering any obstacles.
From Head of Unit 10, Department 46 (Department of Police Investigation of Crimes of Economic Management and Position) – now Department C01 (Department of Police Investigation of Economic and Corruption Crimes), Lam used money to become Deputy Director of Department C01, then became Director of Quang Ninh Police, then returned to the Ministry of Public Security to hold the position of Director of Department C03 (Department of Police Investigation of Crimes of Corruption, Economy, Smuggling). Currently, Gen. Lam holds the position of Deputy Minister of Public Security.
Among the incumbent Deputy Ministers of Public Security, Lam has an attitude of contempt and disrespect for anyone, although his capacity and expertise are very weak (he came from a conscript soldier without formal training – no basic knowledge), but his finances are unmatched.
The financial resources that Lam and his wife collected include: participating in money laundering cases (helping Truong My Lan transferred money abroad), establishing ghost companies to buy foreclosed houses from SCB bank, protecting Game companies operating in disguise in Vietnam, forcing Dao Hong Tuyen (Chairman of Tuan Chau Group) and Do Quang Hien (Chairman of the Board of Directors and General Director of T&T Group) to contribute money and pay rent periodically. Businessman Hong Tuyen and Hien hate and resent Lam because when Lam wants, he demands the entire apartment floor and rob the entire project, bringing the enterprise from difficulty to sustainable poverty.
Although the truth is never revealed publicly in legal documents, the justice of the law of “Karma” will sooner or later shine directly on the lives of those who are inhumane and live in luxury on the blood and bones of the poor.
