After punching people severely, General Secretary To Lam talks about “morality” on TV

On March 17, chairing a meeting with the Government Inspectorate’s Party Committee on the work of dealing with complicated and prolonged complaints and denunciations that went beyond the central level, General Secretary To Lam  of the ruling Communist Party of Vietnam (CPV) said that “Not detecting people’s grievances is bad, knowing and being indifferent is even worse.”

The question is who issued the policy to issue Decree 168? This decree was signed by Deputy Prime Minister Tran Hong Ha, the responsibility is attributed to him but the policy was from the Ministry of Public Security, the will of To Lam and Minister Luong Tam Quang. Decree 168 has been causing resentment for the whole society while benefiting the police forces.


The Ministry of Public Security itself did not detect people’s grievances, but rather they did not want to detect them. Because resolving grievances for the people, the police forces do not have huge incomes from fines, tolls that skyrocket according to the fine level. And if they listen to the people’s grievances,  the upper echelons would not have chances to get huge bribery from corrupted officials.The people’s grievances are all over social media, and the Ministry of Public Security certainly knows that. However, the Ministry of Public Security is “deaf and dumb.” They act as if nothing is happening.

 

As long as the people criticize the government, the local police will immediately summon them to the police station for questioning. Yet thousands and tens of thousands of people’s grievances with Decree 168 in the past have not been able to warn Minister Luong Tam Quang, who ignores everything but his profits.
The party chief should punish a minister who “knows but is indifferent” like Luong Tam Quang.  If he don’t deal with the mastermind who issued the Decree, he only needs to deal with the person who signed it. Why doesn’t the General Secretary do it?

With an iron fist, To Lam attacked the people in their faces with heavy punches and then went to the media to preach morality. A familiar pattern of officials under this regime.
