Vietnam announces its schedule to elect three key state leaders

It is expected that from March 31 to April 5, there will be an election for the President, the Prime Minister, and the chairperson of the National Assembly

Secretary-General of the National Assembly, Chairman of the National Assembly Office Nguyen Hanh Phuc announced that the 11th session of the 14th National Assembly will take place in 12 days, starting from March 24.

According to the program expected to be submitted to the Standing Committee of the National Assembly, personnel work will be conducted by the National Assembly from March 30, starting from the dismissal of incumbent Chairwoman of the National Assembly cum Chairwoman of the  National Election Council Nguyen Thi Kim Ngan.

Shortly thereafter, the Standing Committee of the National Assembly submitted the proposed staff to the National Assembly to elect the Chairperson of the National Assembly who is also the Chairperson of the National Election Council.

The election of the chairperson of the National Assembly cum the chairperson of the National Election Commission will be conducted by secret ballot.

The results of the new National Assembly chairperson election are expected to be announced on March 31. The new Chairperson of the National Assembly will swear in as soon as possible. Along with this process, the National Assembly also dismisses and elects a number of deputy chairpersons of the National Assembly.

After completing the title of the chairperson and a number of vice-chairpersons of the National Assembly, the National Assembly began to dismiss President Nguyen Phu Trong and continued to listen to the National Assembly’s Standing Committee submit a list of nominations for the National Assembly to elect the President on April 1.

On the morning of April 2, National Assembly members will elect the President by secret ballot.

Next, the new President of the country debuts and takes the oath of office before the National Assembly.

The next position to be strengthened shortly after was the Prime Minister. On that same day, the National Assembly will dismiss  Prime Minister Nguyen Xuan Phuc and hear the new President submit a list of nominations for the National Assembly to elect the Prime Minister.

On April 5, the National Assembly voted for the new head of government. The new Prime Minister will also perform the inauguration ceremony thereafter.

Having completed the title of the head of the Government, the National Assembly will begin the process of resignation and election of the titles of Vice President of the State, Chief Justice of the Supreme People’s Court, President of the Supreme People’s Court, and some members of the Standing Committee of the National Assembly, Chairman of some Committees of the National Assembly, State Auditor General, General Secretary Congress will be resigned and elected. The Chief Justice of the Supreme People’s Court is expected to be sworn in on April 6.

Thus, the key positions leading the State, representing the legislature, executive, and judiciary have all been consolidated at the 11th session of the National Assembly in the last days of March and early April.

Earlier, on March 9, talking to the BBC about government personnel, the National Assembly, a journalist in Saigon, who did not want to name, said:

In Vietnam, due to the peculiarities of the political system, people have almost no opinions in the arrangement of personnel at all levels and branches (except for a few formal commentary channels and elections). The People’s Councils at all levels and the National Assembly do not have independent supervision), so whoever goes up and who is down is a pure decision according to the party’s calculations, according to the division of power, compromise, and concessions, etc. that few people know.”

The party leads comprehensively, so the personnel from the judiciary to the executive, the legislature they also decide in one way or another. From the Institute of Southeast Asian Studies (Iseas, Singapore), Dr. Ha Hoang Hop told the BBC on March 8:

Since the party congress in the same year as the election of the National Assembly, there has been a consolidation as it is now – from the highest offices of the state to members of the government, the judiciary, the political system.
