Successful debt-trap diplomacy relies on the incompetence, greed, and incompetence of leaders in poor countries. Even in Hanoi, it is their short-sightedness, lack of vision and not excluding the possibility of greedy leadership that Pham Quang Nghi, former Secretary of Hanoi, and Nguyen The Thao, former Chairman of the City People’s Committee brought the debt back, located in the city center.
